Native titles cannot be transferred to non-natives and foreigners. The usual avenue for non- natives and foreigner to purchase native titles is through a lease agreement of, for example, 60 years and below and the execution of a power of attorney or a lease agreement. The power of attorney enables the purchaser to submit and obtain approval for building and development plans to the relevant authorities. Upon getting approval of the relevant development plans, the purchaser may then convert the titles to country lease to which transfer of ownership is permissible. |
